Reform we need....Reforms…

One of the most discussed word in this moment in Bangladesh.Each and every sector needs reform.specially, Public administration of Bangladesh.we know that, changing regime of govt means change of faces in administration, change of some people, change in every steps.it is true and it is reality.It is happening after liberation again and again…

Recently i have seen in newspaper that, Awami Led grand alliance govt declared to find out corrupted and politicized bureaucrats to run administration perfectly.

obviously, through finding out corrupted and politicized bureaucrats to make administration free from evils and to  punish those, are routine work of any govt at all.Administration must be free from corruption and it is not a place for politics,we know that.After independence, we have seen that, administration has been made a part of politics.But Awami govt is creating pressure in the name of rooting out corruption from administration. As a result, Administrative routine work is being hampered and peoples sufferings are increasing tremendously and govt also facing challenges in implementing its policies. our politicians are using our administrators to attain their own purposes.after attaining their purposes,politicians used to throw them away.our greedy administrators also liable for that.as a result, public administration does not work properly when there is a change of govt regime or not.

AL govt has made many brilliant and honest bureaucrats OSD in the name of rooting out corruption from the administration.Almost of them are Honest, Highly qualified and true patriot.But they have been suspended because of their true patriotism.Claims against them were not enough for doing so.

it is a matter of great sorrow for us.we are highly paying for that.we should come out from these manner.we need reforms not only in public administration,but also in govt attitude to administrators.Reforms must be made in govt policy because administrators act according to govt policy.so govt has to take decision, either reforms or volatile administration….either an effiicient administration or an administration full of worthyless ….

    Some points raised in my brain:

    1. Why the govt officials are corrupted?

    Ans: They are so ill paid to lead a decent life. One of the executive director of the DSE said this point on a conference on "Importance of Information in The Financial Market" held at United International University, UIU. He said that, where their friends are getting salaries over lack, they are getting only 45,000/- & the govt is expecting them to work honestly!?!

    2. Actually, the BAL led grand alliance govt is not trying to find out corrupted and politicized bureaucrats to run administration perfectly, rather they are trying to find out the honest, neutral & previous govt favored bureaucrats who may hamper their reform toward a secular nation.

    3. They are trying to paralyze our great brave defense forces too.

    4. Finally, they are actually implementing the blueprint of destroying the nation morally, ethically & culturally ..........

    1. the person who is saying that he is dishonest because he gets less than his friends and he currently receiving 45000/ (!), I bet, he is certainly not an honest man. Such a comparative honesty can't exists in earthly world. I got no proof behind my claim about honesty. But i believe that, there are two kinds of honesty. one, those who are honest as they don't get the chances to be dishonest. two, those who are honest in the face of temptation to be dishonest. in which category,that DSE officer falls? Tell me please.

    2. Actually, I disagree to use such acronyms (BAL) in discussion like ours this one. because this acronym holds the negative political feelings and disgust. I believe, disgust doesn't bring solution, rather complicate the situation. Now, to the point. AL govt. is OSDfying (this is my invention :D ;making bureaucrats OSD) officers who were favored by previous govt. Obviously this is a political reaction and we don't expect such political reaction from such a party who came to power uttering the "Change " slogan. some one in Bangladesh must stop this culture of OSDfying, I expect, AL still has the chance to be change maker in this regime. If they have any more plan (like secular reform), they might not want to be change maker to political culture.

    3. I don't know whether AL is trying to paralyze our defense. What i know for sure is, " if some one tries to do something bad with others, then it is the duty of others to protest/defend that bad with all power. If they don't/can't, time will punish the first trier." I honestly expect that, our defense will neither be a paralyzed force nor an active force in political process.

    4. Finally, this sentence sounds so political. and according to my one of wise elder brother, in coming decades, Politics will loose its position-as a dominating force, in our society. even, its loosing currently too. power is being decentralized. you will find that, government's power in 1910 and in 2010 are different scenario. At 1910, govt. alone can shift the fate of nation, at 2010, the society is composed of too many stakeholders, govt. alone hardly can do little things. Private sector is getting more and more power and responsibility.

    what we need to do is being active part in private force, take some power from government and society and make them accountable to morality, ethics and culture.

    Actually, I didn't use the word BAL consciously. Someone named Galib used it here, that's why I thought that it might be the real short form of AL. Sorry for that, bro...... :-(

    And I think that DSE officer is enough honest. Because he never said that he's corrupted. He said that instead of being ill-paid, he's trying, but he may leave & switch to a private company for this reason. He picturized the original scenario, the fact which we can't ignore.
    When I see that an honest officer can not bear his family cost in a mega city & the corrupt politicians fill their pockets with black moneys & living a royal life & saying all the problems are happening because of the so called "Amlatantric Jotilota", I really wish to give a super slap on their face which will make enough sweet sound that will reach to the nation.

    A bad tradition has established that power changes inevitably spawns some biased OSD and suspension. What BAL(Bangladesh Awami League) is doing is not much different from the actions four party alliance did. And there is no reason that next government will not follow them.

    Now a big question is- who and how this chain be broken. In this case I agree with Nezam vi that the change will not happen until the attitude of politicians changes. Definitely a radical change is needed and it'll not happen overnight. To trigger the changes we need to create such an environment that will guard the politicians. The following agenda can get priority in this regard:

    #creating root level social awareness
    #arranging frequent dialogues among politicians
    #ensuring transparency both in media and legal system.
